Just take a wet rod and "stick" it to a piece of grounded steel, hold it in one place for about two seconds. It will smoke, or steam the water out of the rod. While the rod may not have all of its original properties, it will weld, and if it's all you've got.....

This may work for a personal project, in a pinch.
I wouldn't recommend doing this at a place of employment, where a welding inspector could be watching. AWS D1.1 requires that low hydrogen rods that have become wet "shall not be used".
Non low hydrogen rods, including Cellulose (paper) covered rods (such as 6010) could be harmed by this also.
Just a recommendation.
