is it ok to use E6013 for rootpass?

6013 rods are ok for general maintenance and farm work.

they run smooth but are not good for root passes, downhill welding, or for anything critical.

that is why 6013 rods are never specified on heavy industrial welds.

I would say if you are asking if 6013 rods are ok for an open butt root pass, then the answer is no.
