what would be the best process for welding a frame consisting 4x4"sq. tb. ,2x2" sq. tb.,up to 1" plates 304 ss solid wire or flux core?

hard to say.

solid wire would be my first impression.

reason? no clean up. you could use either 98/2 ar/Co2
or tri mix 90 he, 7.5 ar 2.5 co2
