welding manhole covers

What type of rod is being used for this process. I was informed that the covers are of poor quality metals and hard to weld. So unless you get a welding rod that is for all types of steel like cronatron which is expensive. Also what is the charge per manhole.

I've been stick welding welding identification No's on (8) dozen + cast iron manhole covers and grates using 7018. We tried all other rods without much success or improvement. I find a good weld depends 90% on the surface prep - not only grinding down high points but bringing surface down below lowest gouges. I spend 60% of each project's time on grinding prep. Starts & stops are a bitch. Don't rush the weld, keep rod steady and try to keep weld shielded from any cross wind (welding blankets at bottom of vertical welding shields). Good luck.
