to remove 1/4 shank broken flush;start with 3/32 7018 rod,place a 1/4 nut around electrode(rod)push it up to the holder,hold it with index finger,start a rosette weld on the bolt/shank ....puddle the top....drop the nut in the molten puddle and run the rosette out to the top of the nut....ALLOW TO COOL.....wait......wait,spray on some wd 40,use a wrench or hand ratchet or impact wrench........

Works With MIG Too

Great tip. I never tried it with stick, but will keep in mind. A good buddy taught me how to do it with mig: Put a nut over the broken bolt and place the mig gun on the nut, then while holding the nut down with the MIG nozzle, start welding. Fill the nut and when it cools, use a wrench to remove. I think it works so well because the heat and the current are flowing down thru the threads which breaks the rust etc.
