can you short circuit with flux core?

I'm curious to know if you can short circuit mode with gas shielded flux core or is it only used in the spray mode transfer.

Also - if you MIG short circuit a root pass in an open butt pipe joint (no backing) can you do the fill and cap passes with flux core wire?

I do not believe its possible to short circuit with flux core,

and yes you can absolutely do the fill passes with flux core over top of an open butt short circuit root pass,
