Certification across States.

My company has an R-Stamp for the pressure vessels that we manufacture and we have Tech's in the field that are certified under this R-Stamp. Tennessee will not allow us to code weld in the state and we have had to use local welders. Is this true or do we have a local inspector do it his way based on local influence?
