How i can take a right test from 3G welder and which point is important when i am an inspector ?

Hi have a good day .i am an inspector and i want to qualified some welder in 3G position without backing and want to know which point should do according AWS D1.1 or ASME. from assembly of test plate an during test and after test and certificate.Thanks
